Taxi / Limo Endorsement

All persons who operate a taxicab or limousine on Delaware highways must have a valid license, endorsed to operate the taxicab or limousine. The driver must complete a defensive driving course within 30 days from an approved provider, complete a state and federal background check indicating no serious criminal offenses, not have had his/her license suspended or revoked for moving violations in the past three years, and pass the Class D knowledge exam. Please refer to Title 21, § 2763 for a complete list of requirements.

A taxicab and limousine endorsement is non-transferrable .

If you wish to receive your background check locally, there are three locations to choose from. You may also visit the State Bureau of Identification's website for further details.

SBI's Main Office - Kent County (walk-ins only)
The office is located at 600 South Bay Road, Suite 1, Dover, DE 19901.

Hours of operation are:

  • Monday - Friday, 8:30 a.m. to 11:00 a.m. & 12:30 p.m. to 3:00 p.m.
  • The lobby will be closed for lunch from 12:00 p.m. to 12:30 p.m.
  • No appointment necessary.

SBI's Northern Office - New Castle County (by appointment only)
The office is located at Delaware State Police Troop 2, on Route 40, in Bear, just west of the Fox Run Shopping Center, between routes 72 and 896.

Hours of operation are:

  • Monday - Friday, 8:30 a.m. to 3:30 p.m

SBI's Southern Office - Sussex County (by appointment only)
The office is in the Thurman Adams State Service Center located at 546 S. Bedford Street, Room 202, Georgetown, DE.

Hours of operation are:

  • Monday - Thursday, 8:30 a.m. - 3:30 p.m.
  • To schedule an appointment call 302-739-2528
  • CASH IS NOT ACCEPTED at this location

Application Process

As of May 1, 2019 all taxicab and limousine ā€œZā€ applicants must initiate the application process with the DMV. A Criminal History Record Check Authorization form (CHRCA) must be submitted and approved by the DMV, prior to applying for a criminal history background check at the State Bureau of Identification (SBI). The CHRCA can be submitted in two ways:

  1. Send the completed CHRCA form to DOT_Endorsements@delaware.gov. Once the form is received, a signed copy will be sent back to the same email address or to another email address if specified in the initial request.
  2. In person at one of the four DMV facilities. The applicant will ask for the driver license department when he/she arrives and will leave with a signed CHRCA.
