Delaware Titled Vehicles Sold to Out-Of-State Buyer
Step 1:
- When a Delaware titled vehicle is sold to an out-of-state buyer, the seller must complete the Assignment of Certificate of Title section 1 on the back of the title with the following information:
- Buyer 's name and address
- Date of Sale
- Purchase Price
- Odometer disclosure
- Signature and printed name of seller(s)
- When ownership is indicated on the front of the Delaware title as (& OR) only one seller is required to sign and print their name in section 1.
- If ownership is indicated on the front of the Delaware title as (AND) all sellers must sign and print their name in section 1.
Step 2:
- The seller must also complete the back of the registration card and the seller's report of sale (report of sale is also the detachable bottom portion of the title) and forward to the Division of Motor Vehicles:

- The Seller 's Report of sale must have the buyers name and address, selling price, date of sale, seller 's signature, buyers drivers license number and buyers signature.
Step 3:
- The license plate must be removed from the vehicle and turned in or mailed to any DMV office.
- The Division will issue a temporary tag to allow the buyer to drive the vehicle to the state where the vehicle will be titled. The tag will be valid for 5 days and can be purchased at any DMV office for a fee of $20.00. The buyer must provide:
- Driver license/ID
- Valid proof of insurance on the vehicle being purchased or a vehicle titled in their home state
- Bill of sale or certificate of title signed over to the purchaser(s)
- Vehicle identification number and vehicle make and year.
