Motor Scooters
Motor scooters that are not a motorized skateboard as defined in Title 21, Section 101 and do not qualify as a moped must be titled/registered as motorcycles under Delaware law. Scooters must be equipped with all mandatory safety equipment required for a motorcycle (brakes, headlights, taillights, stoplights, turn signals, reflectors, horn, mirror, muffler, speedometer, etc.) and pass the Division's safety inspection prior to registration. Operators of these vehicles must have a valid driver's license with a motorcycle endorsement.
The Division has recently seen a number of motor scooters that look similar to a child's scooter. These scooters are not equipped with any mandatory safety equipment, nor do they meet the requirements to qualify as a moped, thus, they cannot be operated on Delaware highways.
