I’m interested in submitting a Licensed Transporter application. What is the process?

Please complete the Transporter Application full packet located under the Licensed Transporter Forms to the left of this page. Instructions are included to ensure a smooth application process. Please read thoroughly prior to completing your application.

Please submit your application in person to the Delaware Division of Motor Vehicles (DMV) location in Dover during business hours or by regular mail, Federal Express, or UPS.

Are there any fees to apply for a license?

There is no fee to apply for a Transporter License with the DMV, however, there is a $50.00 annual fee for the license and transporter plates are $10.00 per plate, per year.

What type of plate is issued to a Licensed Transporter?

Licensed Transporters are issued plates with the prefix LT.

Are applicants required to submit background checks?

Yes, per 21 Del. C. 3301(f)(1), all applicants are required to submit a background check when seeking a transporter license or license renewal.

What documents are required when applying to be a licensed transporter?

  • Licensed Transporter Application
  • Officer Certification and five-year driving record for each officer
  • Color copies of the driver license for each officer
  • Disclaimer of Relatives completed by each officer and authorized driver
  • SS-4 or LTR 147C notice issued by the IRS listing your assigned EIN number
  • Prothonotary letter if using a “doing business as” (DBA)
  • Delaware Division of Revenue business license for “General Services”
  • City or Town business license, if located in city/town limits
  • Valid status with the Delaware Division of Corporations
  • Deed, Mortgage statement, lease, or rental agreement for the office location
  • Phone bill
  • Authorized Driver Certification form
  • Background check for each officer
  • Contract for transporting services
    • A written agreement between the customer and transporter and/or the Licensed Transporter Plate Log (LT5) form provided by the Division.

What type of vehicles can be transported by an approved licensed transporter?

Per 21 Del.C. § 2124 (b)(2), a transporter plate may be used to operate or move a motor vehicle that is otherwise eligible for registration for operation on the roads of the state or for the delivery of a mobile home. A transporter plate may be used solely for the purpose of delivering such a vehicle or mobile home to or from a location for a purpose authorized by this title.

What type of vehicle cannot be moved with a transporter (LT) plate by an approved licensed transporter?

Per 21 Del. C. § 3305(c), a transporter plate may not be used on any motor vehicle or mobile home that is registered in any state. A transporter plate may not be used on any OHV. A transporter plate may not be used on any mobile equipment or motorized apparatus that is not eligible to be registered within the State. Transporter plates may not be used by anyone other than the approved Delaware licensed transporter, including a licensed Delaware motor vehicle dealer who must use dealer license plates issued to the motor vehicle dealer for moving motor vehicles in the dealer’s inventory. Transporter plates may not be used for purposes under subsections (a)(2), (a)(3), (a)(4), or (i) of this section.

Can the Division deny an application or renewal?

Yes, the Division may deny an original or renewal application for licensure or may suspend or revoke a transporter license if the applicant or licensee has committed any act prohibited under Chapter 33 or failed to comply with any requirements of the chapter or any of the reasons listed under 21 Del. C. § 3307(a).

Can a licensed dealership use transporter tags and not dealer plates?

No, per 21 Del. C. § 2124 (b)(2), transporter plates may not be used by anyone other than the approved Delaware licensed transporter, including a licensed Delaware motor vehicle dealer who must use dealer license plates issued to the motor vehicle dealer for moving motor vehicles in the dealer’s inventory.
