DART Routing and Service Concepts for February 2021 Coinciding with I-95 Construction

Starting this coming spring, DART bus service will be impacted in New Castle County by DelDOT's I-95 Rehabilitation Construction project, "Restore the Corridor." It begins from the I-495 split south of Wilmington to north of the Brandywine River Bridge. DART is seeking your input on the following routing and service concepts that will help us develop proposals for the public hearing workshops to be held later this year. The effective date for implementation will coincide with initial I-95 lane closures in February.

Some DART Routes would be redirected away from I-95 to/from Wilmington to help with anticipated delays in travel time. Select DART routes may use a new Bus Lane on US 13 North. In addition, where warranted, some routes would have trips with low ridership discontinued, so that resources could then be allocated to maintain or increase service trips on more productive DART bus routes.

Summary of routing and service concepts (please see route-specific maps for more details):

New Castle County

Route 5 – Would travel directly to/from Wilmington Transit Center via 4th Street in both directions, no longer serving 9th and Market Streets.

Routes 12 and 25 (See map) – Route 12 would be combined into a new Route 25, connecting Miller Road Shopping Center, Downtown Wilmington and the US 13 corridor to Wrangle Hill Park & Ride. Route 25 would serve Wilmington's Riverfront via the new Margaret Rose Henry (MRH) Bridge from the south. The new Route 25 would continue to serve the majority of stops of the current Route 12 north of the Riverfront. In the southbound or reverse direction, the Route 25 would exit the Riverfront via the MRH Bridge to South Market Street/US 13. Service would end at the Wrangle Hill Park & Ride (See Route 25 for details).

Route 14 (See map) – All trips would serve Dunleith via Rogers Rd., Hastie Dr., Bunche Blvd. and Morehouse Dr. and DHSS State Hospital and Baylor Correctional Institution. Service to Cherry Lane, Probation and Parole, Lukens Drive, Riveredge Industrial Park and Steel Drive would be served by an extension of Route 28.

Route 16 (See map) – Route would be discontinued due to low ridership. Service between DE 896 and DE 4 Park & Ride and I-95 may be maintained by a modified Route 42 (see Route 42 Option 1).

Route 20 – Trips with low ridership would be discontinued.

Route 25 (See map) – Route would be combined with Route 12, operating from Miller Road Shopping Center to Wrangle Hill Park & Ride, no longer serving Delaware City (to be served by extension of Route 44). Route 25 would continue to serve Tybouts Corner Park & Ride, Llangollen and Airport Plaza, and serve the Wilmington Riverfront, operating on Market Street downtown instead of Walnut and King Streets.

Route 28 (See map) – Weekday rush hour service would be extended from the Wilmington DMV to Memorial Drive, serving the following areas of the Route 14: New Castle Avenue, Cherry Lane, Probation & Parole, Lukens Drive, Riveredge Industrial Park and Steel Drive. The route would also be revised to cover a portion of Route 48 (proposed for discontinuation) along Concord Pike and Powder Mill Road. Service along portions of Park Drive and Rockland Road would be discontinued.

Route 31 – Three options are being considered. Option 1, route would end at Bellefonte. Option 2, most trips would end at Bellefonte but select trips would serve the Claymont Train Station. Option 3, current routing would stay as is, and unproductive trips would be discontinued.

Route 33 – Depending on the outcome of the Route 40 proposal, Sunday service to/from Christiana Mall to/from Wilmington would be added, replacing Route 40 service. Several concepts on how Route enters and exits the City of Wilmington are being considered. Refer to Wilmington I-95 Access Map for more detail.

Route 35 – Trips with low ridership would be discontinued.

Route 40 (See map) – Two options are being proposed for public input. Option 1, extend the route on US 40 to include new stops on Pulaski Hwy. to serve the Walmart at Wilton Blvd. The route would travel via US 13 to/from Wilmington. In the northbound direction only, DART buses will be aided by a new Bus Lane on US 13. Entry into Wilmington would be via South Walnut Street. Christiana Mall and DE 7 corridor would be served by a revised Route 64, which will introduce weekend service. Option 2 would retain current service to the Christiana Mall, which eliminates the need for the Route 33 to serve Wilmington to /from Christiana Mall on Sundays and the Route 64 to change its current routing. (See Route 64 for details). Several concepts on how Route enters and exits the City of Wilmington are being considered. Refer to Wilmington I-95 Access Map for more options and details.

Route 42 (See map) – Two options are being considered. Option 1 would serve the DE 4 and DE 896 Park & Ride, before heading north on I-95 towards Wilmington, to accommodate Route 16 riders. Option 2 would continue routing as is. Like Routes 33 and 40, multiple options are under consideration on how the route enters/exits the City of Wilmington.

Route 44 (See map) – The route would be revised to operate between Delaware City and the Christiana Mall, replacing portions of the current Route 25. Route 44 would also serve St. Georges and Wrangle Hill Park & Ride. The number of trips to Delaware City would be reduced from current levels due to low ridership.

Route 45 – Route would be discontinued. Route 301 would serve Boyd's Corner Park & Ride.

Route 47X (See map) – Route would serve the Wrangle Hill Park & Ride to and from Wilmington.

Route 48 – Would be discontinued due to low ridership. Powder Mill Road would be served by proposed routing on the Route 28.

Route 52 – Trips with low ridership would be discontinued.

Route 54 (See map) – Service to/from Wilmington would be discontinued due to low ridership. Two options are being considered. Option 1 would change routing through Centennial Village via Newtown Road, providing additional service for DE 7 riders to the Christiana Mall, who now ride Route 40. Option 2 would keep service as is through Centennial Village.

Route 55 – Service to/from Wilmington would be discontinued due to low ridership.

Route 63 – Reroute to serve the Middletown Walmart in both directions.

Route 64 (See map) – Two options are being considered. Option 1 would serve the Christiana Mall along DE 7 from Governor's Square Shopping Center. This change along with the proposed changes for the Route 54 would provide alternate service along DE 7 for current Route 40 riders. Weekday service would be improved, as well as the addition of new weekend service. Option 2 would leave the route unchanged from Glasgow to Wilton.


Kent County - Schedule time adjustments on some routes to improve on-time performance and connections.


Sussex County - Schedule time adjustments on some routes to improve on-time performance and connections.


Intercounty - Schedule time adjustments on some routes to improve on-time performance and connections.

Route 301 (See map) – New Service to Boyd's Corner Park & Ride for current Route 45 riders. Service to Christiana Mall from Dover would be skipped during the AM Peak hours and from Wilmington during the PM Peak hours. Off Peak hours and Saturday service would continue to serve the Christiana Mall. Refer to Wilmington I-95 Access Map for more options and more detail.
